What is The Flat Earth theory?

Just to be clear this is not a religious movie, but I thought the description describes the Dome (the Firmament), as a Vault. And that how the Inhabitants that live above the vault. See us humans as mere Grasshoppers. So who built the dome and who resides outside the vault.
